Les Nations Unies, 1999. Suite à un meurtre, Victoria Noble, fonctionnaire de l’ONU se trouve embrigadée dans le plus grand scandale de corruption du monde. Alors que le nombre de décès augmente, elle réalise qu’elle ne constitue qu’un pion dans un jeu dangereux, dont elle va devoir apprendre les règles pour survivre.
