Édouard Philippe was born in Rouen on November 28, 1970.
After graduating from Sciences-Po in 1992, Édouard PHILIPPE entered ENA, from which he graduated in 1997
(Marc BLOCH class).
From 1997 to 2002, he was a member of the Conseil d’État, assigned to the litigation section.
In 2001, Édouard PHILIPPE joined Antoine RUFENACHT’s municipal team and became
Deputy Mayor of Le Havre.
In 2002, he left the Conseil d’État to take up a position as Director General of the UMP.

In 2005, he joined the law firm Debevoise and Plimpton LLP.
He joined Alain JUPPÉ in 2007 as advisor to the Minister,
in charge of the environment and sustainable development.
From October 2007 to October 2010, he was AREVA’s Director of Public Affairs.
In October 2010, he succeeded Antoine RUFENACHT as Mayor of Le Havre.
On June 17, 2012, he was elected Deputy for Seine-Maritime.
In March 2014, he was elected Mayor of Le Havre. He is also Chairman of the Communauté de
l’Agglomération Havraise.
On May 15, 2017, he was appointed Prime Minister by French President Emmanuel
MACRON.
In July 2020, he was re-elected Mayor of Le Havre and Chairman of the Le Havre
Seine Métropole.
